CVPCDA Encourages TESDA to Remind TVIs on PWD Rights and Privileges

The Compostela Valley Provincial Council on Disability Affairs (CVPCDA), which called for a reorganization meeting on March 28, 2019 at the Provincial Government Office Social Hall, encouraged TESDA – Compostela Valley and other national  government  agencies  to  help  in strengthening the implementation of laws geared at the persons with disabilities’ (PWDs’) rights and privileges.

During the reorganization meeting, relevant and important laws on PWDs’ rights and privileges such as Republic Act 7277 (the Magna Carta Act) and BPP 344 of 1982 (the Accessibility Law), were presented by staunch PWD Advocate Vigilante, Mr. Andres Rhudy B. Ravelo, MSW, RSW, to remind the council members composed of the local and national government agencies on their functions and responsibilities as far as implementation of said laws is concerned.

The CVPCDA is composed of three (3) Committees, namely: the (1) Committee on Advocacy composed of Provincial Social Welfare and Development Office (PSWDO), Provincial Health Office (PHO), Provincial Population and Nutrition Office (PPNO), Provincial Legal Office (PLO), Division of Schools Compostela Valley Province (DepEd), Department of Interior and Local Government (DILG), Liga ng Sangguniang Pangbayan, Compostela Valley Federation of Persons with Disabilities (COMVALFEDAP), Compostela Valley Sports Development Office, Compostela Valley SPED Center, Representative, Broadcast and Print Media, Philippine Information Agency (PIA); the (2) Committee on Accessibility composed of Provincial Engineer’s Office (PEO), District Engineer’s Office, Philippine Institute of Civil Engineers, Davao del Norte Chapter, United Architect of the Philippines – Davao del Norte Chapter, Land Transportation Office (LTO), Compostela Valley Provincial Police Office, Compostela Valley Public Safety Office; and the (3) Committee on Livelihood, Training & Employment composed of Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI), Department of Social Welfare and Development (DSWD), Department of Agriculture (DA), Department of Science and Technology (DOST), and TESDA. The third committee to which TESDA belongs, is tasked to assist PWDs in identifying their training needs and other employment – related assistance necessary to prepare them socially and economically.

During the reorganization cum reorientation meeting, TESDA – ComVal was requested to encourage the technical – vocational institutions (TVIs) to implement Batas Pambansa Blg. 344 of 1982, An Act to Enhance the Mobility of Disabled Persons by Requiring Certain Buildings, Institutions, Establishments and Public Utilities to install Facilities and Other Devices, to give PWD tech – voc trainees comfortable access to the  TVIs’ campuses.

The council, after being inactive for years, saw the need to reorganize because of perceived inadequate and low compliance of PWD – rights – and – privileges – related policies and laws.
