TESDA XI conducts 2-Day PRIME-HRM Orientation and Workshop

Last July 9-10, the Technical Education and Skills Development Authority (TESDA) XI conducted a 2-Day orientation and workshop on the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) at the Grand Regal Hotel, Lanang, Davao City.

What is PRIME-HRM?

The PRIME-HRM integrates and enhances the Personnel Management Assessment and Assistance Program (PMAAP) and the Civil Service Commission Agency Accreditation Program (CSCAAP). The PRIME-HRM enables the government agencies to develop their human resource management competencies, systems, and practices towards Human Resource excellence.

According to Dir. Minda G. Ostique, Director II of the Civil Service Commission Davao City Field Office and the Resource Speaker of the event, the PRIME-HRM entails collective effort and engagement of all personnel. “It is not just the work of the Human Resource Management Officer,” she said.

According to Dir. Ostique, the Civil Service Commission (CSC) will assess the maturity level of the agency’s competencies, systems, and practices via four HR Systems namely:

  • Recruitment, Selection, and Placement
  • Learning and Development
  • Performance Management
  • Rewards and Recognition

Moreover, under the PRIME-HRM, the CSC will assess, assist, and award the agency. Under the assessment, the CSC will classify the government agency according to four maturity levels namely: Transaction HRM, Process-Defines HRM, Integrated HRM, and Strategic HRM. In addition to, the CSC will provide technical assistance and interventions relative to the needs of the agency. Furthermore, agencies may vie for special awards and citations for Human Resource excellence.

Successful One

Through the orientation and workshop, the respective operating heads, planning officers, and administrative officers from different operating units learned about PRIME-HRM. In addition to, division of task and labor were also done in order to make the process faster and more efficient. Also, clarifications and questions regarding the PRIME-HRM were also tackled during the event in order for them to better understand what is PRIME-HRM and its significance to the agency. Lastly, it was an avenue to brainstorm ideas and to share strategies on how to implement the PRIME-HRM in the agency in order to elevate the HR public sector to a level of excellence for good governance and efficient public service.
